The social sector’s shift from software-as-a-service (SaaS) to outcomes-as-a-service (OaaS) motivated the production of this whitepaper, which emerged from a single prediction in Bonterra’s Q4 2025 Predictions report. Rather than leaving the forecast as a prescient abstraction, we operationalized the findings, showing how funders and technology providers could begin organizing around results delivered (outcomes) rather than tools or activities alone. The map traces how OaaS reshapes the relationship between capability and accountability, giving nonprofit leaders a way to see the transition before it’s imposed on them. It reframes the SaaS-to-OaaS shift not as a vendor pricing change, but as a fundamental rewrite of what the sector is buying and standardizing.
